Access

Every Oregon community college and academic program will provide access, accommodations, flexibility, and additional / supplemental services for special populations and all protected classes of students.

Civil ​Rights / ​Nondiscrimination ​Policies

New and amended community college program designs must assure that there will be no discrimination against any individual or class of individuals in enrollment, support services, completion, placement, or other student service.

Discrimination is

“…any act that unreasonably differentiates treatment, intended or unintended, or any act that is fair in form but discriminatory in nature, either of which is based on race, national origin, religion, sex, age, disability, or marital status.” OAR 589-010-0100 – Nondiscrimination in Education Programs

Division 10 of the HECC-CCWD Administrative Rules prohibits discrimination in community college educational, service, or interschool activities that are financed in whole or in part by legislatively appropriated funds. The following OAR should guide the development of new or amended programs:

A community college district shall not provide any course or otherwise carry out any of its educational programs or activities on a discriminatory basis as defined in this rule, or require or refuse participation therein by any of its students on such basis:

(a) This section does not prohibit grouping of students in any educational program or activity by ability as assessed by objective standards of individual performance.

Continuous Improvement

The college has assessment, evaluation, feedback, and continuous improvement processes or systems in place. For the proposed program, there will be opportunities for input from instructors, students, employers, and other partners / stakeholders. Program need and labor market information will be periodically reevaluated and changes will be requested as needed.

Program ​Records ​Maintenance & ​Congruence

CCWD-ODE is responsible for maintaining databases on community college students, faculty and staff, finances, and programs; for providing services to track progress, inform the public, make policy decisions, and respond to legislative requests. These databases are also used by the Oregon Progress Board to rate community colleges on their state benchmarks. Required records include program title, CIP code, credit hours, and other identifying and descriptive information required at both the local and state level.
